The Victims of Crime Program assists elderly victims of crimes including: elder abuse, neglect, sexual abuse, financial exploitation and identity theft or fraud. The program is primarily funded through the Federal Victims of Crime Act. Residents of Jefferson County age 60 and over who are victims of crime are eligible to receive services. All services are provided free of charge. Services Offered VOCA (Victims of Crime Act) services include both immediate and ongoing supportive services, information and referral to essential services such as legal assistance, counseling, and emergency and long-term shelter. VOCA is noted for its dependable, follow-up support. VOCA services also include escort and advocacy for judicial proceedings, support with parole and restitution issues, emergency financial assistance, and assistance with Crime Victims Compensation Claims. The ECRT (Emergency Crisis Response Team) arranges for immediate, short-term emergency shelter, home care services, and VOCA services as needed, for Metro Louisville seniors experiencing criminal abuse, neglect or exploitation. ECRT clients must be referred through another "first responder" such as Adult Protective Services, the Crisis & Information Center, or the LMPD Crimes Against Seniors Unit. Victims suffering from mental illness, drug or alcohol abuse must be evaluated for approval. The EPO (Emergency Protective Order) service, in partnership with several other community agencies, assists in the issuance of EPO's for medically fragile or homebound elderly victims of abuse. This service allows the senior to take out an EPO without the necessity of leaving their home or care facility. If a Domestic Violence Order is subsequently needed, it is also issued from the privacy of the client's place of residence through a hearing conducted via telephone.
